Studies and Consultations
1. TA to Train staff
and the procurement Sector of the Basic Education
Development Project (BEDP), IDA Credit No. 3988-YEM)
and Grant No. TF-053721 & kfw Grant No. 2004 66 268).
The Scientific Council recently(Dec. 01, 2010) sighed a
6 months contract with the Basic Education Development
Project to train 32 engineers from the procurement
sector on 4 specific Engineering program, the project is
funded by the World Bank. The objectives of the
assignment were to:
-
Building and developing capacity and skills of the
project's engineers and improve their performance.
-
To speed up the process of supervision and
implementation in projects and civil works.
-
Avoiding the problems related to location dimension
and levels/ altitudes.
And according to the contract the Council was expected
to carry out the following tasks:
-
Identify the training needs and find out the gap
between the different needs of the trainees before
conducting the training
-
Develop the training plan and determine the time
needed per hour and day for conduction the training
and provide timetable.
-
Develop the training materials and provide them to
the client for revision and approval before
conducting the training.
-
Provide training materials for trainees
2. Study Water
Resources Assessment,Development and Utilization of Wadi
El-Ger).
Currently, on the 5th of August, 2007 the Scientific
Council has agreed and signed a one year contract with
the Agriculture and Rural Development Authority for
Sana'a, Sadah, Hajah and Amran(SSHARDA) to (Study Water
Resources Assessment, Development and Utilization of
Wadi El-Ger). The project is granted by Islamic
Development Bank (YAR-0069). The expected output of the
28 MM international experts provided by SCSAS will
include proposed revised cropping patterns, corrective
measures for the existing irrigation network in addition
to future expansions and the proposed hydraulic
structures ( small dams, retention basin, irrigation
canals, etc...) for the optimum utilization of the
surface water resources.
3. Performance
Indicators System:
Currently, On
the 28th of
November,2005, SCSAS
signed a contract with the Civil Service Modernization
Project(CSMP) of the Ministry of Civil Services funded
by the World Bank to suggest and
implement Performance Indicators System for all the
government ministries and government agencies of Yemen.
The 6 months contract will aims at:
-
To
establish generic institutional performance indicators
for all the government ministries and government
agencies.
-
To
establish the generic mechanisms by which to build the
capacity of the ministries and agencies in the area of
institutional performance measurement / evaluation.
-
To
establish the generic procedures by which
performance indicators may be implemented across the
government ministries and agencies.
-
To
identify the framework within which the system may be
able to work effectively and be sustained.
4. Capacity
Building of Personnel Managers:
SCSAS in association with NAMA(Jordan)
and MDF(the Netherlands) agreed and signed a three
months contract with the Civil Service Modernization
Project (CSMP) of the Ministry of Civil
Services funded by the World Bank.
The contract(Capacity
Building of Personnel Managers)
was signed on August 10, 2005 to train 90 General
Directors from different ministers on the following
aspects:
-
To train,
enable and empower the Personnel Managers to address the
central issues related to the re-engineering of their
respective agencies and ministries.
-
To
provide the Personnel Managers with the technical
knowledge that will allow them to implement structural
reforms within their respective Ministries, Agencies and
Governorates.

. Evaluation of the
Yemen Food Security Programme – Infrastructure Component
and a subsequent Formulation Mission for the Technical
Assistance provided by the European Commission
for
the years
2005-2006
A
letter confirming the agreement between Agrisystems of
UK and the Scientific Council for Systems Applied
Sciences (SCSAS), to supply consultancy inputs to the
Mission . The assignment was signed on May 28,2005 to
undertake the Evaluation of the Yemen Food Security
Programme – Infrastructure Component and a
subsequent Formulation Mission for the Technical
Assistance to be provided under the 2005-2060 Programme
.
6. Coastal
Zone Management Project(CZM) for Bir Ali-Brum and
Sharma-Jethmun
On Oct.19,
2003 SCSAS in association with MacAlister-Elliott&
Partners Ltd of UK has signed the contract with the PAM
& CZM Project Office of the Environmental Protection
Authority(EPA) regarding the Coastal Zone Management.
The 12 months consultancy services contract objectives
was to develop a CZM plan for the two protected areas,
one in Hadramout(Sharma-Jethmun) and the second
in Shabwa (Bir Ali-Brum) Governorates, this
project is funded. by
World Bank-GEF.

7.
Seeds Marketing
Consultancy to the Vegetable Seeds Company in Seiyun
SCSAS has provided the Seed and
fertilizers consultant for the General Directorate of
Plant Production(GDPP) of the Ministry of Agriculture
and Irrigation (contract no. SASP/70/2000 dated
19,09.2000). The two months of assignment aimed to set
up the structural organization, define the term of
reference provide job description qualification profiles
for the major technical staff, specify the training
needs for the major managerial and technical posts of
the seed and fertilizer quality control unit at the
ministry.
8.
Suggesting and Implementing Archiving System
Suggesting and implementing archiving system for the
General Administration of Associations and Unions of the
Ministry of Social Security and social Insurance which
was funded by the World Bank through the Social Fund for
Development(project no.412-20-99/on 24.07.2000). The job
included four main steps (reviewing the in use system,
designing and implementing the new system, training
program and finally evaluation of the system).
9.
Providing Institutional
Management Specialist to carry out the technical
assistant regarding the Mid -Term Review
SCSAS
has provided the needed Institutional Management
Specialist to carry out the technical assistant
regarding the Mid -Term Review for the Seed and
Agricultural Service Project of the Ministry of
Agriculture funded by the World Bank.(contract no.
SASP/61/2000 dated on 20.06.2000).

Multidisciplinary Consultant
Services contract with the Seed and Agricultural
Services Project of the Ministry of Agriculture
SCSAS
in association with Agrisystems Limited of the United
Kingdom has awarded the contract with the Seed and
Agricultural Services Project of the Ministry of
Agriculture funded by the World Bank (under ITF Credit
No:034-Yem). The contract was signed on
Multidisciplinary Consultant Services for 17/4/2000 to
provide the General Seed Multiplication Corporation
(Dhamar) and Vegetable Seed Company (Seiyun) and going
to last for three years.

The first National Workshop on
Food Security, Social Mobilization and Community
Empowerment
The first
National Workshop on Food Security, Social Mobilization
and Community Empowerment (20-21/2/2000) which was
carried out in cooperation between the Society of
International Development (510-Rome) and the Scientific
Council for Systems and Applied Sciences (SCSAS) with
the support of the World Food Program (WFP).The opening
session was under the auspices of the Minister of
Agriculture and gathered 190 people from different
levels of the Yemen society from government, farmers,
woman associations, local and international NGOs,
members of parliament and media.
13.
Workshop on (Role of Gender in
Agriculture and Food security)
for one day (21/9/1998) and was implemented in
co-operation with the Dutch program to support rural
woman. The workshop was supervised by the General
Directorate of Rural woman of the Ministry of
Agriculture.
14.
(The First National Workshop to Rais Public
awareness on the Damaging Effect of Extra Weight on
Roads) (9/3/1999).
The workshop was carried out under the auspices
of the Prim Minster Dr. Abdul Kareem Al-Eriani with the
present of more than 250 attendance from different
concerned authorities.
15.
Analysis of Social and
Community surveys for the (Yemen -Cultural
Heritage Protection Project) funded by World Bank, IDA
in
association with GHK, a UK Consultant Firm. The survey
covered 1200 households with total of 32,200 collected
data.

National Workshop to (Review the National Action
to Combat Desertification and Land Resource Degradation)
(30/5-2/6/1999)
in association with the General Directorate of
Forestry/Ministry of Agriculture and funded by FAO.

Training Workshop on (Capacity Building for Local
Communities)

which was
implemented in association with the Local Community
Based Development Program funded by UNDP.

Geophysical Study to determine the best location,
depth of digging, and potential productivity of artesian
well.
This study
was carried out for the benefit of Telyemen a British
based company working in Yemen 24/5/1999.

Base for AL-Rajawi Group of Companies (29/7/1999).

Mechanization(computerizing) the Financial and
Accounting Work System in Al-Rajawi Group of
Companies(5/6/ 1999).
21. Fisheries and Environmental Studies
and Consultations
First: Coastal Zone Management Project(CZM)
The consortium of MacAlister Elliott and Partners Ltd
(MEP) and the Scientific Council for Systems and Applied
Sciences (SCSAS) has been contracted (19/10/2003) by the
Government of Yemen to provide multidisciplinary
consultant services to the CZM Project/EPA. The
services, outlined in the terms of reference (TOR), will
be delivered over an extended period with completion of
phase 3 within one year after signing the contract . A
total of 25 person months of consultant input (10 months
by MEP and 15 months by SCSAS) are to be provided with
the breakdown of inputs as shown in the original
contract:

Background to the Project
A medium sized Global Environment Facility (GEF)
Grant No (TF 023492) has been directed towards the
conservation of the globally important coastal and
marine biodiversity of Hadramaut and Shabwa Governorates
of the Republic of Yemen.
Two pilot areas have been selected to demonstrate the
Grant’s activities. These are:
(i)
Bir Ali–Burum: A 75 km coastline west of Mukalla
containing diverse and globally significant marine
and coastal habitats, and;
(ii)
Sharma–Jethmun: A 50 km coastline east of
Mukalla, containing some of the most important sea
turtle nesting sites in the world.
The objectives of the project are to contribute to
the conservation of coastal and marine biodiversity in
Bir Ali–Burum and Sharma–Jethmun areas through the
following activities:
(i) Developing
CZM plans for, and conducting biodiversity surveys in
the two pilot areas;
(ii) Implementing
priority measures to enhance and promote biodiversity
conservation within specific MPA, and; .
(iii) Developing
awareness, capacity and institutional support to promote
sustainable CZM plans to monitor and enforce rules
and regulations.
Second:
Environmental Impact Assessment(EIA) of Yemeni Fish
Company
MacAlister
Elliot & Partners Ltd. has contracted the Scientific
Council for Systems and Applied Sciences (SCSAS) of
Yemen on September 10, 2003 to carry out an
Environmental Impact Assessment(EIA) of Yemeni Fish
Company Limited, a new build port and fish processing
facility near Mukalla in the Republic of Yemen. SCSAS
will supply the services of a specialized consultant
to carry out the above mentioned assignment according to
the agreed TOR. .
